Housing: right or privilege? A public debate in Milan on housing policies

The growing housing crisis in Italy has returned to the centre of public debate, driven by rising rents, shrinking availability of affordable housing, and increasing economic pressure on large segments of the population. These dynamics are no longer limited to major cities but affect the entire country, reflecting broader social transformations such as rising inequalities, changing family structures, and evolving needs of younger and older generations.

Against this backdrop, a public event will be held to mark the publication of the book “Housing: right or privilege? Housing needs and local housing policies”, edited by Annalisa Gramigna and Antonello Scialdone. The event will provide a platform for discussion on the challenges of housing access and the role of public policies in addressing them, to contribute to a more informed and forward-looking debate.

The discussion will be coordinated by Prof. Edoardo Croci, SUR Lab Director at Bocconi University.

The event is organized by Libreria EGEA, in collaboration with IFEL (Fondazione ANCI) and INAPP (Istituto Nazionale per l’Analisi delle Politiche Pubbliche).

By bringing together academic perspectives and policy expertise, the initiative aims to shed light on the structural drivers of the housing crisis and explore potential policy solutions to ensure that access to housing is recognised and addressed as a fundamental right.
